Use MCRO for Houston County Court Records
Houston County District Court records begin with Minnesota Court Records Online, commonly called MCRO. MCRO provides public access to many Minnesota District Court case records through four main paths: Case Search, Document Search, Hearing Search, and Judgment Search. Houston County does not run a separate public case database for District Court files. The local court record is part of the statewide Judicial Branch system, while Houston County Court Administration handles local questions, certified copies, and public terminal access at the Justice Center.
The MCRO Case Search is the main starting point for Houston County court records. It can search by person name, business name, case number, citation number, attorney name, or Minnesota attorney license number. Before results display, MCRO requires acceptance of its Terms and Conditions. That matters because MCRO is not a certified court record. It is a remote access tool that reflects public case data and documents allowed under Minnesota court rules.

Use that case search first when a party name, citation number, case number, or attorney is known.
- Open MCRO Case Search and accept the Terms and Conditions.
- Choose Name, Case Number, Citation Number, or Attorney.
- For a person search, enter last name and first name; add middle name or Soundex only when helpful.
- Open additional criteria to add date of birth, date filed, case category, case status, or court location.

The MCRO Judgment Search is a separate route for docketed money judgments and satisfactions.
Judgment Search is useful when the desired Houston County court record is a money judgment rather than a full civil case file.
Types of Houston County Court Records
Houston County District Court is the trial court for local civil, family, probate, juvenile, criminal, and traffic case files. Minnesota places those matters in District Court rather than in separate county, justice, or municipal courts. City police departments and city attorneys may be part of enforcement or prosecution, but the filed court case is a Houston County District Court record once it enters the court system.
MCRO and Court Administration divide access by the record type and by the rule that controls remote display. Some public documents may download for free through MCRO, while other public records require courthouse terminal access or a request to Court Administration. What Houston County Court Records Show
A Houston County court record is not just one document. In MCRO, the useful core is often the case detail screen and Register of Actions, which is the chronological list of filings, events, hearings, orders, and outcomes. Calendar data can add hearing location, judicial officer, and hearing type. Document access depends on case type, filing date, and the public-access rule that applies to that file.

Houston County Court Records Access Limits
Public access to Houston County court records is controlled by Minnesota court rules, not by a county preference. Minnesota Rule of Public Access 8 allows inspection and copying of many public court records from their normal custodian during regular working hours, but remote access is narrower. MCRO is a free remote tool, yet it does not replace the official court record kept by the Judicial Branch.
Minnesota Rule of Public Access 4 identifies categories that are not accessible to the public. Minnesota Statutes Chapter 13, the Minnesota Government Data Practices Act, applies to government data such as sheriff records, but court records are governed by the Judicial Branch access rules. That split matters when a person is looking for an arrest report, jail record, incident report, or call for service, because those are sheriff records rather than District Court case files.

Restricted Houston County Court Records
Some Houston County court records are public only in part, or not public at all. MCRO does not display Domestic Abuse Order for Protection and Harassment Restraining Order case types on the internet because of federal VAWA restrictions. CHIPS and Juvenile Delinquency Felony 16 case types are not available remotely. Public documents in civil commitment matters are not accessible through MCRO. Party street addresses and comment fields are also excluded in many case types, although certain criminal sentencing condition comments can display.
Sealed and expunged records should not be treated as public records. MCRO will not display sealed content, and Court Administration may require a court order or statutory authority before allowing access. Criminal expungement petitions in Houston County are filed in District Court, and eligibility is tied to Minnesota Statutes section 609A.02. Juvenile delinquency access is also limited by Minnesota Statutes section 260B.171.

Houston County Court Records by Court Administration
Certified Houston County court records come from Court Administration, not MCRO. The research source states that MCRO does not certify records or search results. Certified copies of court documents and civil judgment search results are obtained through local court administration. The state fee schedule lists $14 for a certified copy of a civil or criminal court instrument and $28 for an exemplified and certified copy. An uncertified copy of an imaged or e-filed document accessible from courthouse view is listed at no fee.
Public users may also need Court Administration for courthouse-terminal-only documents, older records, errors in MCRO, questions about a case entry, or records that appear incomplete online.
